Mitul Thapliyal heads the Digital Financial Services-Government Social Impact (GSI) domain in MSC. He works with governments, policymakers, development agencies, think tanks, academic institutions, NGOs, and with citizens.

His work centers around improving the delivery of government and social impact (GSI) services and benefits focused on people at the bottom of the pyramid. Mitul works to improve public policy choices through evidence-based, bottom-up, and human-centered approaches. His areas of expertise include conducting pilots to evaluate options, supporting implementation, monitoring, and evaluation. He has facilitated reengineering and digitizing processes to deliver efficient and targeted services and benefits. Prior to joining MSC, Mitul was heading a management consulting services practice at Infosys focused on smart cities, telecom, energy, and utilities sectors in India. Most of his work at Infosys was at the intersection of policy, strategy, and technology aimed at solving socio-economic problems involving energy, water, agriculture, urbanization (cities, transportation, healthcare, education, governance etc.) and telecom. He led a variety of projects in the field of policy definition, innovation, market entry strategy, deal advisory, partnership strategy, process optimization, smart city strategy & planning, smart grid strategy, performance metrics definition, digital solution design, business case definition, IT strategy, IT due diligence, capability assessment, change management, and program management. Mitul also conceptualized and led large-scale, technology-enabled business transformation programs for the government and the private sector. He has worked in and managed teams across India, Middle East, Philippines, the USA, Europe, Singapore, Hong Kong, and Australia.
