Jugal Mohapatra is the Chairman of NABARD Financial Services (NABFINS).

He has completed his post-graduate studies from the Delhi School of Economics and has a Master’s degree in Economics from Boston University.He joined the Indian Administrative Service (Odisha Cadre) in 1979. During his career in civil service spanning over 37 years, he has served as Secretary to the Chief Minister, Principal Secretary (Finance), Development Commissioner, and Chief Secretary in the Odisha Government. He served as Secretary in the Department of Fertilisers and Rural Development in the Government of India from 2014 to 2016.
